Note they are thinking about having a big "pow wow" after the election to take the Iraq war "out of politics." I am envisioning something along the lines of the Federal Reserve. We will have a military-style Federal Reserve with its Board of Governors and other members of the Federal Open Warfare Committee establishing troop levels instead of interest rates.
