This guy is now saying, since he wrote this, that the Japanese mafia (Yakuza) created and guided Katrina to avenge Hiroshima, having acquired the weather modification capability from Russia.

I find these sorts of theories a bit more plausible than that it is "God's wrath" on the sins of New Orleans. First of all, why did He leave the French Quarter unscathed? An all-powerful god would have a better aim than that.
